Which type of headlights should you use in cities and towns?

Using low beams in cities and towns is the appropriate choice because they provide sufficient visibility while minimizing glare for other drivers and pedestrians. High beams, while useful in dark, rural areas, can be blinding to oncoming traffic and those ahead of you in well-lit urban environments. Urban settings usually have ample street lighting that makes low beams more than adequate for navigation and safety.

The use of high beams at all times is not advisable as it can cause dangerous visual disturbances to other drivers, particularly in areas with other traffic. Relying solely on fog lights is also not suitable because they are designed to illuminate the road directly in front of you in low-visibility conditions such as fog or heavy rain, rather than being suitable for regular driving in urban areas. Additionally, low beams provide the right balance of visibility and safety in towns and cities, where interactions with pedestrians and cyclists are more frequent.
